ROM Fees and Timeline Tool

Short answer

This tool shows the official marriage fee and filing window for your situation. A civil (ROM) licence is S$42, or S$380 if both of you are foreigners; a Muslim (ROMM) application is S$39, or S$128 if both are foreigners. File 21 days to 6 months ahead.

How it is calculated

Every figure is an official fee or rule, not an estimate:

  • Civil (ROM) licence — S$42 if at least one of you is a Singapore Citizen or PR, S$380 if both are foreigners. Source: ROM fee schedule on ask.gov.sg.
  • Muslim (ROMM) application — S$39 (at least one SC/PR) or S$128 (both foreigners) for a marriage with the wali’s consent; S$100 without the wali’s consent, S$120 where a party is under 21. Minimum mahar S$100. Source: ROMM fee schedule on ask.gov.sg.
  • Special Marriage Licence (to waive the 21-day notice, or to marry under 18) — S$280 if at least one is SC/PR, S$380 if both are foreigners.
  • Filing window — the Notice of Marriage is lodged no earlier than 6 months and no later than 21 days before the solemnisation date. If you enter a date, the tool subtracts 6 months for the earliest day and 21 days for the latest day. The Muslim route shares the 21-day minimum.

A worked example (illustrative)

A Singapore Citizen marrying a PR, solemnising on 20 December 2026. The tool returns the civil licence fee of S$42, an earliest filing date of 20 June 2026 and a latest filing date of 29 November 2026 (exactly 21 days before). If instead the date were only two weeks away, the tool flags that it is under the 21-day minimum and that a Special Marriage Licence would be needed.

Limits of this estimate

  • Fees and rules can change — always reconfirm on the official Our Marriage Journey portal before you pay.
  • It covers the common cases; unusual situations (prohibited relationships, overseas-marriage registration, polygynous ROMM applications) have their own fees and steps.
  • It is not legal advice, and it does not give religious rulings — for Muslim-law questions, consult MUIS or a qualified Asatizah.
  • The filing window assumes a fixed solemnisation date; slots at Registry sites are first-come and not guaranteed.
