Long-Term Visit Pass for a Foreign Spouse
After marrying a Singapore citizen or PR, the foreign spouse applies to ICA for a Long-Term Visit Pass, sponsored by the local spouse. Marriage does not guarantee approval, and the pass itself does not allow work without a separate Letter of Consent.

Marrying a Singaporean or Permanent Resident does not, by itself, let your foreign spouse live here. Residence comes from a separate pass granted by the Immigration & Checkpoints Authority (ICA) — most often the Long-Term Visit Pass (LTVP) — and it is applied for after the marriage, sponsored by the local spouse. This guide covers the LTVP for a spouse from start to finish: who can sponsor, how to apply, the fee, the timeline, the difference between the LTVP and the stronger LTVP+, how a spouse can actually work, and how renewals and the road to PR fit in. For the pre-wedding steps, see getting married in Singapore as a foreigner.
Marriage is not a pass
ICA is explicit that marriage to a Singapore citizen does not automatically guarantee the foreign spouse entry into Singapore or approval for long-term stay. The LTVP is granted to eligible foreigners who wish to live here for an extended period, and ICA assesses each case on factors such as family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency. In other words, the pass is a considered decision, not an automatic consequence of the wedding.
Who can apply, and who sponsors
A foreign spouse of a Singapore citizen and a foreign spouse of a Singapore PR are both eligible to apply for an LTVP. You do not submit it alone: your Singaporean or PR spouse sponsors the application by logging in to ICA’s e-Service with their Singpass. (The same LTVP route also covers some other relatives — an unmarried child under 21, or a parent of a citizen or PR — but this guide is about spouses.)
The PMLA head start
If you are marrying a Singapore citizen and are a non-resident, the single most useful thing you can do is complete ICA’s Pre-Marriage LTVP Assessment (PMLA) before the wedding. It is a free online assessment that checks the intended spouse’s chances of getting an LTVP. A positive result is issued as a Letter of LTVP Eligibility (LLE), valid for one year, which you then use in the actual LTVP application after marriage. ICA processes the PMLA within about one month.
The PMLA is only an indicator — it is not an approved LTVP, and outcomes can differ if circumstances change — but it carries a concrete benefit covered next: a far shorter processing time. Note it is defined for citizen–non-resident couples; a PR’s foreign spouse applies for the LTVP directly without this route.
How to apply after you are married
Once you are married, the sequence is:
- Gather documents. ICA needs original documents plus copies, and official English translations for anything not in English (translations by the issuing embassy, a notary public, or privately made and then attested/notarised). Check the document checklist for your situation in the application.
- Spouse sponsors online. Your Singaporean or PR spouse logs in to ICA’s e-Service with Singpass and submits the application, attaching the Letter of LTVP Eligibility if you did the PMLA.
- Pay the fee (below) online.
- Wait for the outcome, notified by email; you can also check status on MyICA.
- Complete formalities. On approval you receive an In-Principle Approval (IPA) letter and complete the formalities for issuance of the pass.
Fees
The LTVP fees are modest and the same for a new application or a renewal:

- S$45 per application, at submission.
- S$60 for issuance of the LTVP, on completion of formalities after approval.
- S$30 for a Multiple Journey Visa, if applicable.
All fees are non-refundable, so a rejected application does not return the S$45. Payment is online by card, internet direct debit or PayNow.
Processing time (and how the PMLA halves it)
For a foreign spouse of a Singapore citizen, an LTVP application takes up to six months to process. If the couple completed the PMLA before the marriage, the processing time is shortened to about six weeks. That difference — six weeks versus up to six months — is the practical reason the PMLA is worth doing even though it is optional.
Validity and renewal
ICA sets the validity of a spouse’s LTVP for the case rather than publishing a fixed term, and you renew it before it lapses. Two rules matter at renewal:
- Apply at least 3 months before your current LTVP expires.
- The renewed LTVP is valid from its date of issuance, and any remaining validity on the old pass is not carried forward — so renewing very early effectively shortens the combined period.
LTVP vs LTVP+: the upgrade that matters
Many spouses do not realise there are effectively two ICA statuses. The LTVP+ is a stronger, longer version introduced on 1 April 2012 to give qualifying foreign spouses of Singapore citizens greater certainty of stay. The differences are substantial:
| Feature | Standard LTVP | LTVP+ |
|---|---|---|
| Who it is for | Spouse of a citizen or PR | Qualifying spouse of a citizen |
| Duration | Set by ICA, renewed each time | 3 years first, up to 5 years per renewal |
| Healthcare | No subsidy from the pass | Inpatient subsidies near PR level |
| Working | Letter of Consent / PLOC | Letter of Consent / PLOC (no quota or levy) |
| How you get it | Apply to ICA | No separate form — ICA grants it if eligible |

Crucially, there is no separate LTVP+ application. A foreign spouse of a citizen who applies for (or renews) an LTVP is automatically considered for LTVP+ if they qualify.
Who qualifies for LTVP+
ICA’s criteria for the LTVP+ centre on the strength and length of the marriage:
- Couples with at least one Singaporean child from the marriage are eligible.
- Without a Singaporean child, ICA weighs other factors such as the duration of the marriage, and in general considers couples married at least three years more favourably.
The LTVP+ is for spouses of citizens; a PR’s foreign spouse can hold an LTVP but should not expect an LTVP+. Once granted, LTVP+ holders enjoy inpatient healthcare subsidies at restructured hospitals set close to PR levels, and they can continue to apply for PR or citizenship when they meet the respective criteria.
Working on an LTVP: LOC and PLOC
A Long-Term Visit Pass by itself does not permit work. To take a job, an LTVP or LTVP+ holder who is the spouse (or unmarried child under 21) of a Singaporean or PR needs a Letter of Consent (LOC) from the Ministry of Manpower:
- The employer or an appointed employment agent applies for the LOC — you cannot apply for it yourself — and you may only start work after the employer has received it.
- Your LTVP/LTVP+ must be valid for at least 3 months and you must have a job offer.
- No foreign worker levy or quota applies to an LOC holder, which makes hiring you simpler for an employer than a work pass.
- The LOC’s duration is the earlier of what the employer specifies or your LTVP expiry, and it lapses if the LTVP is cancelled or expires, or your employment ends. Certain objectionable occupations (for example, a dance hostess) are barred.
There is also a Pre-approved Letter of Consent (PLOC): when you apply for or renew your LTVP/LTVP+ with ICA you are given the option to request a PLOC, so the work consent is in place without a separate employer application. A PLOC is for spouses and unmarried children under 21 of citizens/PRs, is renewable at each LTVP renewal, and does not allow self-employment.
LTVP or Dependant’s Pass?
A common mix-up: the Dependant’s Pass (DP) is issued by MOM to the dependants of eligible work pass holders (Employment Pass or S Pass), while the LTVP is issued by ICA to the dependants — including spouses — of Singapore citizens and PRs. If your sponsor is a citizen or PR, the LTVP is your route; the DP is for spouses of work-pass holders, not of citizens.
If the foreign spouse holds (or held) a Work Permit
There is one trap that sits before the LTVP. An existing or former Work Permit holder (including a Training Work Permit) who wants to marry a Singapore citizen or PR — whether a civil, religious or customary marriage — must first seek approval from the Controller of Work Passes at MOM. Failing to do so can cause their privileges to work in Singapore to be withdrawn, and they may be barred from entering Singapore for a period. If this applies, sort out MOM’s approval before the wedding; it also feeds into the PMLA.
The path to PR and citizenship
An LTVP or LTVP+ is a residence pass, not permanent residence. ICA is clear that foreign spouses can continue to apply for Singapore Citizenship or Permanent Residence and will be granted them if they meet the respective criteria; those not yet eligible hold the LTVP (or LTVP+) in the meantime. A longer, more stable status — particularly the LTVP+, with its multi-year validity — reflects the stronger ties ICA looks for, but each PR or citizenship application is assessed on its own merits.
FAQ
Does marrying a Singaporean guarantee my spouse an LTVP? No. ICA assesses each case; marriage does not guarantee approval or entry.
Can my spouse work as soon as the LTVP is granted? No. The LTVP alone gives no work rights — the employer must get a Letter of Consent, or you request a Pre-approved LOC when applying.
What is the difference between LTVP and LTVP+? LTVP+ is a longer, more secure status for qualifying spouses of citizens (3 years first, up to 5 on renewal) with near-PR inpatient subsidies; there is no separate application.
How long does the LTVP take? Up to six months for a citizen’s spouse, or about six weeks if you completed the PMLA before marrying.
My spouse is a PR, not a citizen — can we get LTVP+? A PR’s foreign spouse can hold an LTVP but should not expect an LTVP+, which is for citizens’ spouses.
